SUBSTANCE: invention relates to multimedia technologies and in particular to prediction mode decoding or encoding. In response to determining that the merge mode is enabled for the current block and the current candidate prediction mode is allowed for the current block, method includes: obtaining permission states of one or more to be bypassed prediction modes; decoding the indication information of the current candidate prediction mode from the code stream in response to determining that the allowed candidate prediction mode is present in the prediction modes to be bypassed; and direct determination that current candidate prediction mode is used for current block, without decoding the indication information of the current candidate prediction mode from the code stream in response to the determination that none of the prediction modes to be bypassed is allowed.
EFFECT: high efficiency of prediction mode decoding.
