SUBSTANCE: network part of the system includes: a set of N radio communication networks connected to the Internet, having a plurality of wireless, geographically separated access interfaces to provide predetermined radio coverage areas; network of professional mobile radio communication (PMRC), connected to Internet, having one or more geographically spaced access interfaces to provide specified zones of radio coverage, and the subscriber part of the system includes: N groups of subscriber stations connected to the corresponding N radio communication networks of the network part of the system, information on which is entered into the network part database, for each of them to obtain access to a group formed from N groups of subscriber stations or to all subscriber stations included in N groups; group of subscriber stations of the PMRC network, connected to the PMRC network, information on which is entered into the network part database, to obtain access to the user equipment of the PMRC of the subscriber part of the system, connected to the PMRC network, information on which is entered into the subscriber part database; Wi-Fi and PMRC interfaces, user equipment of a group of mobile users of Wi-Fi and PMRC are mobile.
