FIELD: satellite communication networks.
SUBSTANCE: invention relates to the field of satellite communication networks (SCN), namely to personal mobile satellite communication (MSC) based on a network of low-earth orbit relay satellites (LEOS). The claimed effect is achieved by creating a system containing objects located on the Earth's surface - earth stations (ES) 36, flight control center FCC (MCC) 42, network control center PMSCS (NCC) 43, PAT, radio sensors, tracking systems, executive devices, warning systems, self-propelled radio-controlled vehicles, autonomous mechanisms, robots and other AU located in the air, - UAVs located in near-earth space in the orbital planes of the FCC in equal-altitude circular and quasi-polar or polar orbits, the number of which depends on the altitude of the orbit and the given elevation angle of the consumer and connected to each other by means of an MLS, thereby forming SatWAN, which serves as the main means PMSCS, as well as the reserve and additions of the terrestrial Internet network and the terrestrial mobile network and connected to them by means of ЗС 36.
EFFECT: providing global mass access of subscribers to uninterrupted communication services using a small-sized personal wearable subscriber terminal, PAT (“handset in hand” format) by the subscriber.
