FIELD: communication systems and networks.

SUBSTANCE: invention can be used in designing and building new or improving existing communication networks. Said technical result is achieved by the fact that in additionally introduced units, values of risks of loss of efficiency of communication directions are calculated, generating random vectors of risks of loss of performance of versions of communication network topology and ideal communication network, calculating degree of statistical relationship of communication directions, measures of proximity of versions of the communication network topology to an ideal communication network are calculated, communication network is rearranged or constructed according to a variant of the communication network topology, which has the minimal proximity measure to the ideal communication network.

EFFECT: high quality of information exchange in a communication network owing to its rearrangement or construction based on a version of the communication network topology, which is closest to an ideal communication network with minimum possible risks of loss of efficiency of communication directions.
