FIELD: complex organizational-technical systems modeling.

SUBSTANCE: generating initial data for simulating an information and measurement monitoring system; modeling transport network architecture taking into account used construction technologies; simulating a distributed hierarchical architecture of an information and measurement system for monitoring a transport communication network; simulating the control subsystem architecture, algorithms for tuning the distributed information and measurement system for monitoring and controlling the transport communication network, selecting measurement parameters of the i-th monitoring objects of the k-th control level; simulating algorithms and protocols for monitoring and controlling a transport network; evaluating the quality of monitoring and control algorithms, if quality of monitoring and control algorithms satisfies given requirements, then calculating quality of service parameters in transport communication network, evaluating quality of service in a transport communication network, if quality of service in a transport communication network satisfies given requirements, then simulation of process of processing results of monitoring and generation of predicted effects (decisions) on objects of control transport network, constructing a generalized version of the information and measurement monitoring model; quality (efficiency of functioning) of a distributed information and measurement system for monitoring and controlling a transport network is evaluated.

EFFECT: technical result consists in improvement of efficiency of processes of collecting, processing, conversion of information of state of telecommunication equipment of a transport communication network, completeness and reliability of obtained measurement results, taking into account the multilevel nature of the distributed hierarchical structure of the information and measurement monitoring and control system and the complexity of the functioning algorithms.
