SUBSTANCE: invention relates to video encoding and decoding technologies. Result is achieved by the fact that the video data decoding device is configured to obtain, from the data structure, a frame parameter set (PPS) of video data, value for shift during cyclic transition; in response to determining that the block of video data is encoded in an external prediction mode, determine a motion vector for the block and a reference frame for the block; determine the horizontal cyclic transition position in the reference frame based on the cyclic transition offset value; and determine a prediction unit for the unit based on the horizontal cyclic transition position.
EFFECT: high efficiency of video encoding.
