Disclosed is an image decoding method performed by an image decoding device, the method comprising: determining whether to apply an affine model for the current block based on information obtained from the bitstream; determining an affine model for the current block from number of 4-parameter affine model or 6-parameter affine model based on the signaled flag; removal, in case of application of affine model for current block, a plurality of control point vectors for the current block based on the determined affine model; deriving a motion vector for the current block based on a plurality of control point vectors; and generating a prediction block for the current block by performing inter-prediction based on the motion vector for the current block, wherein the flag indicates whether to use 4-parameter affine model or 6-parameter affine model.
