FIELD: packing engineering. SUBSTANCE: device has frame 1 with ties 2 and accumulating branch pipe 3. Bushings 6, which are bearings for securing clamps 7 to them, is pivotally connected to the inner side surfaces of frame 1 through blocks 4 and pins 5. The clamps are secured to the bottom ends of axles 8 mounted inside bushings. The top ends of axles 8 are connected with motor-reduction- gears 10 through couplings 9. The device is provided with springs 11 one ends of which are secured to the outer surfaces of bushings 6 and the others are secured to shell 12 which is freely sliding over cylindric part 13 of the hopper at lifting and lowering the bag with neck 14.
