FIELD: nuclear engineering; safety systems of nuclear reactors where they function as power controlling, reactivity correcting, and emergency protective device. SUBSTANCE: device has speed-governor permanent magnets 6 mounted on rotor 5 of drive motor and provided with hardware in the form of magnetic circuits 7.8 made of ferromagnetic material and provided with 2N teeth of reactance rotor. Multiphase armature winding of drive motor is 2(N+-1)-pole structure provided with center-tap leads of parallel circuits of one or more phases. Leads of center taps of parallel circuits in one or more phases are shorted out or interconnected through capacitors. Permanent magnets 6 of speed governor are, essentially, axially magnetized rings; hardware of each permanent magnet is built up of two magnetic circuits in the form of flanges with N/2 uniformly distributed claw-shaped pole pieces 9,10 around permanent magnet spaced π/N rad apart with their flanges abutting end sides of ring-type permanent magnet.
