FIELD: mechanical engineering. SUBSTANCE: pairs of rigid rings provided with eccentric openings are mounted on a flexible race of a case. The rings are spring-loaded to each other and to a cylinder alternately. The ring pairs are turned relatively each other dividing the cylinder periphery into equal parts by longitudinal planes. The planes pass through eccentricities of the rings of each pair with rotation of each pair of rings relatively the previous one in opposite direction. Inner cylindrical surfaces of the rings are provided with longitudinal grooves. Sealing collars made of elastomer material are set from the side of higher or lowered pressure.
