The pneumatic and hydraulic accumulator is made from two separate interconnected parts in the form of a compressed air-filled bellow-accumulator and a hydraulic cylinder kinematically connected to the hydraulic power converter. The energy is accumulated through transfer of the cargo potential energy when it moves. The gas preliminary compressed to pressure P_н is compressed in the bellow-accumulator to pressure which is transferred to the fluid through a hydraulic cylinder. The fluid moves in the generator turbine positioned in a working tank with polished walls. The fluid is set in rotation through a generator impeller by switching the motor on.
