SUBSTANCE: device includes network rectifier 1, input low-frequency capacitor 2, high-frequency D C / D C converter 8, circuit of formation of initiation pulses of thyristor 3 placed between position lead of input rectifier 1 and positive lead of input low-frequency capacitor 2 and consisting of current limiting resistor 4, first dinistor 18 connected in series and of three parallel circuits. First one of them includes capacitor 19, second one has second dinistor 20 and resistor 21 coupled in series and third one consists of light emitting diode 22 and transistor optron connected in series.
