FIELD: power engineering industry. SUBSTANCE: power plant has reactor 1 with emulsifier 2 in bottom part. Circulating loop 5 is connected to reactor 1 for cooling warm heated due to heat liberation as gas/hydrate compound is formed. The latter is supplied over piping 8 through set of valves in turn to chambers 12 and 13 fed with warm water. In the process gas is separated from compound and passed through separator 19 to turbine 27. Gas blower 32 provides recirculation of nonresponsive gas its mixing with exhaust gases of turbine 27.
