SUBSTANCE: invention can be used in the development of power plants for the joint production of electricity and hydrogen. The oxygen-fuel power plant comprises a gas-water duct of the waste heat boiler, which is made in the form of a gas-water double-flow heat exchanger comprising a cold-water circuit of the coolant, a superheater, an evaporation surface, an economizer, a gas condensate heater, and a gas-air duct of the waste heat boiler comprising a cold carbon dioxide circuit of the coolant. The oxygen-fuel power plant is equipped with an intermediate superheater between the superheater and the evaporating surface, whereas the cold-water circuit of the coolant of the gas-water double-flow intermediate superheater has an attached gas-chemical unit for hydrogen production with oxygen combustion of fuel and carbon dioxide capture.

EFFECT: increased fuel heat utilization factor (HUF) of the oxygen-fuel power plant.
