SUBSTANCE: proportioner has loading bin 1 with a discharge hole in bottom 2 separated from the main mass of the loose material by a chamber with conveyer tracks 7, the chamber is connected to the bin by inlet window 6 with a guide plate in the form of a wedge and a discharge window with cutters. The proportioner also has rotating ring 15 with metering tanks 16 mounted on base 12 connected to flexible system 13 of electromagnetic vibration exciter 14. Conveyer tracks 7 are mounted in the chamber at a particular step through the height, the constant level of the material on the tracks is set by cutters 10.
