FIELD: chemical engineering. SUBSTANCE: catalyst has (percent by weight) 45.5-50.3 of magnesium oxide, 36.9-40.6 of copper oxide, 1.7-8.2 zinc oxide the balance being moisture and carbon dioxide. The catalyst is formed by mixing magnesium oxide with copper complex dissolved in ammonia-carbonate medium. The mixing is succeeded by drying calcination and blending with zinc oxide to the extent of 2-7% of the catalyst weight. The resulting mixture is subjected to homogenization with water present followed by shaping and drying. EFFECT: increased mechanical strength ranging from 16.2 to 18.0 MPa. 1 tbl
