Displacement of stem 5 in a plane at an angle to main stem 3 provides shockless operation. Dismountable tie of mechanism of retuning gate 2 with draw bar 9 of valve 8 provides universality of apparatus, because at disconnection of cable 20 with draw bar 9 the gate is constantly opened and at their connection interrupted regime of apparatus operation is created.
