FIELD: low power hydroelectric stations. SUBSTANCE: chamber accommodates turbine impeller comprised of blades and a rim. The rim is of a parallelogram cross-section with T-shaped projection for fastening of a rotor. Side flanges of the rotor are provided with slots. The rim is installed between seals with gap filled with working medium. Pressure in the gap at the flow inlet is higher than it is at the outlet. The chamber has a positive buoyancy and is provided with weighting plate, wind mill and vertical cylindrical pontoons, each provided with a piston compressor. The pontoons are interconnected by the weighting plate at the bottom and wind mill at the top. The gap between the rim and seal is filled with fluid under pressure.
