FIELD: mechanical engineering. SUBSTANCE: device has pneumohydraulic accumulator, reversible rotary hydraulic machine operated by three-position drive, three-way hydraulic distributor operated by drive, pressure sensor and control unit. Device is provided with polar pressure differential sensor mounted in parallel with hydraulic machine and connected with control unit. Pneumohydraulic accumulator is provided with compression spring located in gas chamber and acting on the divider, thus practically excluding premature disconnection of device and nonproductive consumption of liquid and eliminating overflow of gas from gas chamber to liquid chamber and reducing effect of ambient temperature on pressure in liquid chamber owing to which no recharging of pneumohydraulic accumulator is required and stability of device starting torque is enhanced.
