SUBSTANCE: method is based upon simultaneous measurement of refractivity of waveguide modes and optical losses from angle of excitation measured, and from contrast of m-line to its angular width. Device has radiation source, polarizer, focusing member, prismatic communication element mounted onto rotatable table, angle registration unit made in form of linear photodetector array, which indicated distribution of intensities in focal plane of objective through which the beam passes after being reflected from base of the prism.
