FIELD: transport engineering. SUBSTANCE: apparatus has: lever with drive for its angular movement and tip, mounted with capability to contact transport surface; limiter of lever turning. Tip is made in the form of milling cutter, that is eccentrically connected by threading with fixed on lever axle. Spring is placed between lever and milling cutter.
