FIELD: railway transport; passenger carriages. SUBSTANCE: device has housing with partition dividing the housing into two spaces one of which is limited by diaphragm and the other has spring-loaded valve installed between inlet and outlet holes and coupled with diaphragm by means of rod passing through partition. Device has also tank with housing and overflow pipe and cover connected with inlet hole and diaphragm space through pipelines. Cover is connected to end face of shell. Other end of shell is overlapped by water when tank is being filled, thus forming a space with excess air pressure communicating with diaphragm space through pipeline.
