FIELD: electric power engineering. SUBSTANCE: for increase of precision of process of control over electric loads during maximum and emergency situations in electric systems device is supplemented with unit of calculation of balance coefficients, units of classification of states, units of distribution and take-off of loads having in its mix logic AND and OR gates, flip-flops, counters of limitation time of each load-regulator, modules of calculation of coefficients of loading with restrictions, of finding of minimal and maximum coefficients of loading with restrictions of users-regulators. Process of control is conducted with the use of two levels of taken decisions based on allowance for dynamic characteristics of users-regulators.
