The device has one controlled voltage source, one reservoir capacitor, one power switch, one unit for controlling power switch, terminals for connecting the tested object, one voltage divider, one rectifier, one generator for shaping pulse of duration of 1/2 of semi-period of response voltage, one switch, and one meter for measuring average value of voltage.
