FIELD: railway transport. SUBSTANCE: device has body with locking hole, handwheel and disk cross bar 3 with screw working surface, cut and axle with end face slot perpendicular to plane of cut. Fixing mechanism cam 8 is kinematically coupled with cross-bar by means of end face projection of axle corresponding to slot of cross-bar axle. Cam has radial cavities 9 whose axes are arranged relative to each other at angle of approximately 45 degrees. Axis of one of radial cavities coincides with axis of end face projection. Cover plate of fixing mechanism is secured on body and is provided with fixing spring 13 and stop 14. Shape of spring 13 corresponds to shape of radial cavities of cam. Spring 13 is installed on cover plate for engagement with radial cavities of cam; stop is installed for engagement with lock 10 of cam whose axis is arranged approximately at angle of 75 degrees relative to axis of end face projection.
