FIELD: precise optical mechanical engineering. SUBSTANCE: system has two-axial optical-mechanical unit 1, laser transmitter 2, reflected laser radiation receiver 3, time interval meter 4, standard frequency unit 5, two-channel system 6 for controlling spatial position of receiving and transmitting telescopes, data control and processing unit 7, unit 8 for generating drives control signals, "angle-code" detector electronic unit 9, focusing optic devices and removable optical filters two-channel optical unit 10, optical image visualizing unit 11, consumers and data sources interface unit 12, starting signal forming unit 13. Two-axial optical-mechanical unit has hollow carrier axes inside the optical elements which are disposed for transmitting laser radiation. Rotary prism is mounted at cross-point of the axes. Laser radiation collimator and receiving telescope are fixed to support frame of movable axis. Stators of moment engines of axial drives are mounted at one shoulder of fork base and onto the surface of horizontal axis correspondingly.
