SUBSTANCE: instrument has ring-shaped chamber 3 which is provided with openings 4 and 5 and is made of an insulating material and connected with a heat releasing reservoir filled with a liquid heat carrier, transformer with burdened core 1, primary winding 2, and secondary winding 10 which is a heater and housed in ring-shaped chamber 3 made of an insulating material. The secondary shorted winding of transformer 10 can be made up as a conducting non-magnetic pipe whose walls abuts upon the chamber walls, or as a screwlike non- magnetic conducting belt.
