FIELD: ferrous metallurgy. SUBSTANCE: steel contains, by weight: carbon 0.10-0.18, silicium 0.10-0.4, manganese 0.6-1.8, chromium 0.3-1.5; molybdenum 0.1-0.4; nickel 0.3-1.5; vanadium 0.02-0.08; aluminum 0.02-0.1; titanium 0.02-0.08; nitrogen 0.008- 0.015; boron 0.001-0.005; calcium 0.002-0.008; iron the balance. Ratio of (aluminum+titanium) and nitrogen is 6-15. Yttrium is introduced into steel composition to increase toughness of metal, in an amount of 0.001-0.008% by weight. EFFECT: increased ability for calcination, high toughness, plasticity and cold resistance provided by introducing titanium, calcium, boron, with strength level being maintained. 2 tbl
