SUBSTANCE: proposed steel contains the following components, mass-%: carbon, 0.16-0.20; silicon, 0.17-0.37; manganese, 1.2-1.5; vanadium, 0.07-0.15; chromium, 0.5-1.0; nickel, 0.5- 2.2; molybdenum, 0.20-0.35; calcium, 0.003-0.015; aluminum, 0.02- 0.05; boron, 0.001-0.005; nitrogen, 0.003-0.015; phosphorus, no more than 0.020; sulfur, no more than 0.015; the remainder being iron. EFFECT: enhanced strength and toughness at negative temperatures; enhanced resistance to attrition at retained weldability. 3 tbl
