SUBSTANCE: this device includes balancing weight 16 and system of at least three water reservoirs 17, 18 and 19 provided with devices for controlling rate of water flow. Device further includes upper frame middle portion of which is made in the form of movable trolley 11 which has carrier bracket 10 and is mounted on supporting wheels for restricted reciprocating motion along lower frame. Center reservoir 18 is kinematically connected to carrier bracket via cable-block system and balancing weight by flexible link. EFFECT: more sophisticated design. 1 dwg
