SUBSTANCE: device is made in the form of a pair of one-piece prestressed flexible members located in vertical planes on both sides of piles in one row, and rigidly fixed with ends on terminal piles of this row to generate two broken lines with bending points located correspondingly in upper and lower zones of above ground part of intermediate piles.
