FIELD: metallurgy. SUBSTANCE: cutting mechanism 3 is driven into action by eccentric shaft 10, which is driven into rotation by drive 11. This rotation is transformed into vertical and horizontal motions of lower blade-holder 3 and into horizontal motion of upper blade-holder 4 by means of eccentrics 9. Lower blade-holder 4 is brought into vertical motion though drafts 15 and 16 by means of rotating eccentrics 17 and 18. Position of any point of draft/upper blade holder connection is determined by preset maximal vertical distance between cutting edges of lower and upper blades.
