FIELD: metallurgy. SUBSTANCE: method comprises steps of creating a liquid steel melting bath from initial melts of low-carbon steel and final steel melting slag; providing in the bath oxidizing and reducing technological zones, in which due to dynamic action along a closed contour by jets of fuel- oxygen burning torch, immersed to the slag melt in the oxidizing zone, displacing the slag melt along a surface of the low-carbon steel; over- heating the slag melt in the oxidizing zone by 50-300 C relative to a temperature of the low-carbon steel; in the oxidizing zone blowing into the slag melt powdered charge materials; in the reducing zone introducing to the overheated slag melt ferrum reducing agent in order to deposit ferrum from the slag melt in the form of drops of low-carbon steel; reducing chemical content of the slag melt to its initial content and feeding it to the oxidizing zone for performing a next technological cycle.
