The vibration is controlled in the range of 46-680 Hz in frequency and 0.4-4.3 mm in amplitude up to the formation of a homogeneous finely divided gas-liquid fluid medium. The device has tank 1 with pressure-tight cover 2 and liquid 3, air space 4 provided inside the tank, pressure gauge 5, vibration drive 6, controller 7 for controlling frequency and amplitude and connected with the pressure gauge and vibration drive, drain branch pip 8 and filling branch pipe 9, clock pulse generator, analog converter, matching converter, comparator, differential amplifier, converter for converting voltage into frequency, element AND-NOT, and time delay unit.
