FIELD: metallurgy. SUBSTANCE: method comprises steps of rolling an initial strip to a ready strip in three or four horizontal rolling stands with rolling rolls, having the same diameter in a range (400-800)mm, at rolling speed 4-6 m/s; in order to provide a maximum possible reduction in each stand realizing the rolling process upon an admissible rolling torque; in each stand driving is being performed through rolling rolls. Plant includes a rolling mill, having three or four stands with rolling rolls with the same diameter in a range (400-800) mm; and at least two first stands have drive rolling rolls. EFFECT: enhanced efficiency due to production of rolled steel strip with full load at small volume of production and particularly with low investment. 3 cl, 5 dwg
