FIELD: manufacture of plastic carbon materials. SUBSTANCE: the polymeric composite material comprises polysulfonic matrix and carbon fibers, said carbon fibers containing on the surface as the dressing layer copolymer consisting of units of methacrylic acid, diethylene glycol and benzosulfuric acid in molar ratio of from 49.5:49.5:1 to 49:49:2 in amount of from 0.52 to 5.0 % with respect to the fiber weight, the ratio of the components being as follows (wt %): 25-75 copolymer containing reinforcing carbon fibers; and the polysulfonic matrix balance. The use of said copolymer as the dressing layer makes it possible to increase interlayer strength by 1.8-2.2 times during shearing of polysulfonic plastic carbon material.
