FIELD: industry of building materials. SUBSTANCE: proposed binding agent has portland cement, product of scrubbing from heating and power plant (HPP) at humidity 4-6% at the following ratio of components: CaSO4•0,5 H2O 10-40%; CaSO4•2 H2O 50-80%, and impurities - the rest, and ash from HPP at the following ratio of oxides: 0.5 at the following ratio of components, wt. -%: portland cement 10-30; scrubbing product 30-60; ash from HPP 30-40. Proposed binding agent is used for concrete and different liquids. EFFECT: enhanced strength, waterproof, utilization of waste from HPP. 4 tbl
