FIELD: automatic control systems and actuating electric drives of transport facilities, invalid wheelchairs, in particular. SUBSTANCE: electromechanical converter has stator with windings secured on fixed axle, rotor, cores, two sets of permanent magnets alternating in polarity and angular movement pickup controlled by field of magnets. Rotor is made in form of three envelopes located concentrically. Inner and middle envelopes are connected by means of lateral wall and are made of magnetically soft material. Sets of permanent magnets are arranged over circle on outer and middle envelopes of rotor. Permanent magnets which are located opposite each other have opposite polarity. Windings of stator are wound on cores which are secured on stator over circle in spaced relation to permanent magnets. Angular movement pickup is mounted between inner and middle envelopes and is secured on stator. Provided in middle envelope under permanent magnets of the same polarity are holes, ports being provided in lateral wall of rotor near them. EFFECT: enhanced reliability. 2 dwg
