FIELD: electrical engineering; facilities for mechanizing repairs of flexible high-voltage cables; high-quality treatment of cable conductors when stripping them of rubber-graphite sheathing. SUBSTANCE: device has case 1 with rotary hollow shaft 2 whose end carries rigidly fixed cutting tool in the form of changeable toothed bits 8, 9 inserted one into other in a minimal annular space relation. One of changeable bits 11 is used as guiding member. During process, conductor 13 is fed through bit 11 to rotating bits 8, 9. Internal bit 8 cuts layer being removed over annular perimeter and external bit 9 crushes cut layer and removes it from treatment zone.
