FIELD: cleaning of natural, recycled and sewage water. SUBSTANCE: method involves introducing coke powder into water to be cleaned; directing water through immovable single or multiple layers of porous iron and anode insoluble particles making 11-19% of iron particle volume; directing flow of co-moving water in parallel with water to be cleaned behind neutral permeable membrane, with co-moving water flow rate being 9.5-20% of flow rate of water to be cleaned; mixing treated water and used co-moving water; bringing positive pole of outer electric current source into contact with water under cleaning process and bringing negative pole of current source into contact with co-moving water. When double-layer particle mass is used, water to be cleaned is directed through particle mass at flow rate of 0.007-0.18 m/sec; when multilayer particle mass is used, water is directed through particle mass at flow rate exceeding 0.18 m/sec. Apparatus has tubular casing 1 with supplying and discharge pipes of water to be cleaned and for co-moving water, discharge chamber 2 for water to be cleaned, permeable neutral membrane 3, membrane carcass 4, peripheral cathodic chamber 5, central anodic chamber 6, inlet chamber 7 for water to be cleaned, compactor 8, connecting lead 9, current source positive pole for supplying current to water to be cleaned in anodic chamber, which is filled with anode-insoluble and iron particles.
