Copper plate is welded to frame 51 over outer periphery 55 forming water- and gas-tight seals. Inner steel plate 14 has cut 18 ate area subjected to high-temperature stress; steel frame 51 with copper plate is tightly fitted inside cut 48 and is welded to steel plate over entire perimeter of cut.
