FIELD: maintenance of public order, applicable for tying hands of delinquents. SUBSTANCE: locking device has band with teeth made on one side along the working length and having handle on one end, and on the other end, head with through recess to pass and accommodate the band forming loop and cavity communicating with recess. Cavity accommodates insert with teeth on one surface for interaction with teeth of band and its fixing. Located in the bottom of cavity of band head and in the insert are opposite to each other through holes to pass key. In this case, insert is flexibly engageable with working surface of band and bottom head cavity. Insert surface from the side of teeth has depression for key with depth equalling or exceeding the height of teeth. Unlocking key is made in form of stem with bead on its end for location in insert depression. Provided in the middle part is thread for nut engageable with external surface of band head on the side of through hole. Stem has projection between bead and thread for interaction with nut end face in unlocking the device. EFFECT: higher efficiency. 3 cl, 9 dwg
