FIELD: ferrous metallurgy. SUBSTANCE: objective of invention is increasing resistance of rails against contact damage II.1-2 and transversal fatigue cracks 2I.1-2 under operating conditions by way of decreasing negative effect of primary banding caused by dendrite sweating in ingot. This objective is achieved by optimal homogenizing annealing of stock (blooms) including heating to 1150-1180 C and optimal conditioning (e.g. for 4 h for blooms). Because of diffusion processes between elements of banded structure, probability of appearance of initial longitudinal cracks decreases and so is with contact damages and transversal fatigue cracks, whereas remaining banding opposes to development of transversal fatigue cracks. EFFECT: improved performance characteristics of rails. 1 tbl
