FIELD: building materials. SUBSTANCE: waste were subjected for thermic treatment up to components melting. Additionally, correcting additions were added to the melt to provide oxides content in slag at the following ratio, wt.-%: silicon oxide 55-65; aluminium oxide 10-22; iron oxides 3-6; alkaline metal oxides 3-7; alkaline-earth metal oxides 3-7, and heavy metal oxides 0.1-5. Cooled slag is ground. Binding and swelling additions were added for granule forming at slag grinding at amount, wt.-%: 1.5-15 and 0.5-1.5, respectively. Initial waste thermic treatment is carried out at 600-800 C for 5-10 min and melting is carried out at 1300-1600 C for 20-40 min at air bubbling. Properties of filling agent: density is 295-350 kg/m3, strength is 3-5 kgf/cm2, acid resistance is 97.5-98%, alkali resistance 82-90%, water stability is 99.9%.
