SUBSTANCE: device has lift 3 including carrying frame 13 with carrying members installed for movement in height and resting on earth bed through pairs of lifting plunger 15 arranged at a distance from each other in longitudinal direction relative to rail track 7 and displaced vertically by means of drive 37. Device has transportation platform 2 moved along rail track independent from lift 3 for laying track section and including running trucks 8, 11 arranged on its ends and running mechanism 9 moved in vertical and horizontal directions relative to rail track. Transportation platform 2 and carrying frame 13 each is provided with hinge joint 10 coupling parts of platform and frame located between running trucks. Transportation platform 2 is provided with additional running truck and additional running mechanism in zone of hinge joint.
