FIELD: spraying materials. SUBSTANCE: in accordance with the first embodiment inducting electrode 4 is mounted on shaft 2 of an engine provided with bushing 5 made of insulating material. The inducting electrode may be provided with hollows uniformly arranges at the axle. The inducting electrode may be provided with vanes made of dielectric material and beveled to the center at 10-60°. Bushing 5 made of insulating material is provided with at least one electrically conducting passageway connected with the high voltage pole of a high-voltage power source. According to the second embodiment inducting electrode 4 is mounted on shaft 2 of an engine provided with bushing 5 made of insulating material and openings arranged at its axis, and spraying electrode 3 provided with openings at its end and connected with the passageways for supplying liquid to be sprayed. The edges of the inducing and spraying electrodes are rounded. The rounding radius of the edge of the inducting electrode exceeds the radius of the rounding of the edge of the spraying electrode by no more than a factor of 10.
