FIELD: extinguishing the fires of solid, liquid and gaseous carbon-containing material, and electrical equipment under voltage up to 1000 V. SUBSTANCE: method includes addition to phosphoric acid of ammonium sulfate and neutralization with ammonia up to pH 4.5-5.0; introduction into produced salt solution of sodium organylsiliconate; dispersion and drying. Drying is carried out in flow of gas-air mixture containing carbon-dioxide gas at temperature of 100-150 C. Obtained product is heat treated in medium of carbon-dioxide gas. Then product is fractionated into two fractions: the first fraction from 0.1 to 100 mcm, and the second fraction from 120 to 2000 mcm. The second fraction is ground to particles sizing from 0.1 to 5 mcm and mixed with the first fraction in the following ratio, mas.%: powdery compound based on monobasic ammonium phosphate and ammonium sulfate, 94-98.4; aerosil, 0.4-1.5; phlogopite mica, 1.2-4.5.
