FIELD: building materials. SUBSTANCE: cement has highly ground portland cement clinker, calcium sulfate and an organic water-decreasing substance at wt. -% = (9-97):(2-7):(0.085-4), respectively. Clinker component has three fractions of particle I, II and III chemically bound with an organic water-decreasing substance at the following particle sizes: I - from 0.05 to 10.00 mcm at amount 15.3-34.3 wt.-%; II - from 10.01 to 30 mcm at amount 37.2-77.4 wt. -%; III - from 30.01 to 80 mcm at amount 42.-19.6 wt.-% and fraction IV no containing an organic water-decreasing substance at particle size above 80 mcm at amount 4.8 wt.-%, not above. Content of an organic water-decreasing substance chemically bound with clinker particle fractions is the following, wt.-%: in fraction I: 0.045-1.7; in fraction II: 0.02-2.1; in fraction III: 0.01-0.2.
