FIELD: building industry. SUBSTANCE: method involves the combined grinding portland-cement clinker, calcium sulfate, filling agent and solid modifying agent containing organic water-decreasing reagent, hardening accelerating agent and setting retardant in multichamber tube mill. Portland-cement clinker has 1.5-1.8 wt.-% free calcium oxide. Grinding is carried out up to specific surface value 350-385 m2/kg, interaction degree between organic water-decreasing reagent and portland-cement clinker 50% (not less). The obtained product is treated with steam up to specific surface increase by 30-90 m2/kg. Invention ensures to decrease binding agent consumption in decorative concrete at least by 15-20%.
