FIELD: tobacco articles. SUBSTANCE: stabilized substrate composition contains mixture of binding and forming aerosol material which is plasticized binding with filling and/or based material. Ratio of aerosol to binding is between 3:1 and 40:1. When stabilized composition is used on based material such as filling from cut tobacco, ratio of aerosol to binding must be 15:1, and preferably composes approximately 25-35:1 with maximum ratio about 40: 1. When stabilized mixture is filled on foliar or woven substrate, ratio of aerosol to binding is about 6:1, while maximum ratio is 10:1, and minimum one is equal to 3:1.
